Is it normal for Google ads performance to drop over time?

Hey,
We can't come to a conclusion about Google ads performance to drop over time, where we need to clearly understand that, we are the one where we give the requirements, specify the budget and need in the advertisement, whereas the ads may over a time , it may be due to some of the settings, take keyword for an instance , on those times , we should refresh the start the campaign again.
